Joint Association for Overseas Chinese Safety and Protection Officially Inaugurated in Angola with Command Center in Yewhing Ang

On June 10, 2017, the Joint Association for the Overseas Chinese Safety and Protection in Angola (JAOCSPA) was inaugurated at Yewhing Angola. Chinese Ambassador to Angola Cui Aimin, Counselor Zhang Zhengxi of the Chinese embassy in Angola, Police Counselor Li Guangming of the Chinese embassy in Angola, President Chensong of the Association for Overseas Chinese Safety and Protection, Honorary President Yang Wenqing of the Angola-China Chamber of Commerce, President Hu Ping of the Chamber of Commerce of Chinese Companies in Angola, representatives from Angola-based chambers of commerce, as well as representatives from joint security organizations and Chinese companies attended the ceremony.

Pan Jingjian, Secretary General of the Joint Association for the Overseas Chinese Safety and Protection in Angola (JAOCSPA) chaired the meeting and read the Charter of the Association.


Preparations for the inauguration of the Association were made earlier and the Charter was passed. Chen Song, Chairman of Yewhing was unanimously elected the first President of JAOCSPA, Vice Chairman Pan Jingjian elected Secretary General, Head of Yewhing Security Team Zhang Shaiming elected Chief of Safety and Protection Team. The command center is located in Yewhing Angola.

Chinese Ambassador to Angola Cui Aimin extended his congratulations on the establishment of JAOCSPA in his address. He said, to protect life and property of Chinese nationals in Angola, the Chinese Embassy has endeavored to push forward the building of related mechanisms and has set up many coordination and moderation mechanisms with authorities in Angola. Through aid to Angola, financial integration, police training and other forms, the Chinese Embassy in Angola has helped elevate the enforcement level of local police force and increased investment in policing. Chinese compatriots in Angola have taken the initiative to work together and take positive action to set up joint multi-area security and protection organizations to improve the security level in their operating areas, he added. With concerted efforts, the security of the capital area in Angola has become better. Ambassador Cui stressed that the Embassy will continue to uphold the philosophy of “putting people first” and “governing for the people” and work with everyone to create a more secure working and living environment for Chinese compatriots.

President Chen Song of the Joint Association for Overseas Chinese Safety and Protection in Angola (JAOCSPA) extended his gratitude to the Chinese Embassy in Angola, chambers of commerce, and safety and protection organizations for their great support for the establishment of JAOCSPA in his speech. He reviewed the development of the safety and protection liaison offices in Angola and praised the contribution of Chinese compatriots to the work of safety and protection in Angola. He said the JAOCSPA will follow the rules of the organization and continue to work with Chinese compatriots toward an efficient system and practice and spare no efforts to provide security in its best possible way. He also added three points to the joint meeting: first, to expand the current radius of safety protection to cover the whole Luanda area; second, to invite companies on the perimeter of all the safety and protection organizations to join in the joint association; third, to introduce push button alarm systems and install GPS devices.

Honorary President of the Angola-China Chamber of Commerce and Chairman of China-Angola Equipment Company Yang Wenqing pointed out in his speech that the establishment of JAOCSPA shows the solidarity and unremitting self-improvement of Chinese compatriots and companies in Angola. Security is the presupposition for work and life in Angola. He hoped that the Joint Association can play its role under the current mechanism and offer more assistance to overseas Chinese.

The Joint Association of Overseas Chinese Safety and Protection in Angola, guided by the Chinese Embassy in Angola, and proposed by the Angola-China Chamber of Commerce and the Chamber of Commerce of Chinese Companies in Angola, is a non-profit organization comprised of major safety and protection liaison offices in Angola as well as willing social groups and companies.

The Joint Association of Overseas Chinese Safety and Protection in Angola aims to: expand the safety protection area; coordinate with major liaison offices for security actions, allocate resources efficiently, expand the radius of rescue; stay in close contact with the consular office of the Chinese Embassy and police counselor for guidance and help; stay in close contact with local government and enforcement organizations, collect criminal information, actively aid the local police to crack down on crimes; work with and coordinate all forces to build security systems to create a safe environment for overseas Chinese in Angola.
